Biff and Bull were two troublemakers who wanted The Queen's jewels.
The late Richard McMillan played Biff and Ron Gabriel played Bull.
Bio[]
They are first seen uncoupling the Queen and Prince Michael's coach from the train the royals were traveling on. They then attempt to trick Stacy Jones and Schemer.
They later steal the jewels and Ginny Johnson's truck, however their plans are foiled by Mr. Conductor, Stacy and J.B. King.
Soon afterwards they were placed under arrest for their crimes.

- Outside of Mr. Conductor's evil double and P.T. Boomer, Biff and Bull were the only human villains featured on Shining Time Station.
